Set a minimum order quantity (MOQ) or maximum order quantity for any product, variant, collection, or the whole cart. You can also limit by order value instead of quantity, so low-margin checkouts are blocked before they happen. Show a warning on the product page and cart, or skip warnings and block only at checkout, where Shopify Functions enforce the rule and Buy It Now cannot bypass it.
